The raid is part of a deepening preliminary investigation into the platform’s alleged failure to adequately moderate illegal content and the regulatory compliance of its generative artificial intelligence model, Grok.
The probe, initiated following multiple complaints from French advocacy groups and referrals from the European Commission, centers on two main areas: X’s perceived slow or insufficient response to removing hate speech, disinformation, and calls for violence—all categorized as illegal content under French and EU law—and the potential role of Grok AI in either generating or amplifying such problematic material.
Authorities seized internal communications, server logs, and documents related to content moderation decision-making processes, as well as specific technical data concerning Grok’s training parameters and filtering mechanisms within the European Union. Investigators are particularly interested in whether Grok’s recent launch and integration on the platform adhere to the stringent transparency and risk mitigation obligations set out in the EU’s Digital Services Act (DSA).
X, which has been designated a Very Large Online Platform (VLOP) under the DSA, faces mounting legal pressure across the bloc regarding its content moderation practices since significant reductions were made to its global trust and safety teams. The company has yet to issue an official statement regarding the raid, though sources close to the investigation confirm the cooperation of local X staff. The seized materials will now be analyzed to determine if formal charges related to violations of public trust and failure to comply with regulatory directives are warranted.
